CP500不是问题的核心，政策是否公平、是否合比例才是关键。原本用于非受雇主要收入者的预缴税机制，若扩大套用在已受PCB约束的受薪人士，甚至仅偶尔接顾问工作的退休人士，只会制造重复预缴、加重现金流压力，也让合规变得更复杂。在高生活成本与通胀压力下，这样的设计无助于提升税务信任，反而削弱自愿申报意愿。 税制改革应更精准、有温度。CP500应回归原意，只针对主要收入来自非受雇所得的纳税人；对非持续、偶发性顾问收入的退休人士，应有清楚豁免与界定。在影响个人现金流与财务规划之前，政府更应进行实质、具包容性的利益相关方咨询。行政效率不该以牺牲公平为代价，清晰、可预测、合比例，才是良好税制的基础。 CP500 is not the real issue, policy design, fairness and proportionality are.
